Hiring Foreign Caregivers in the Netherlands: Employer Guide (2026)

Shortage reality: Is non-EU caregiver recruitment viable in the Netherlands?

The Netherlands faces a chronic shortage of healthcare staff, particularly in elderly care (ouderenzorg), home care (thuiszorg), and residential nursing homes (verpleeghuizen). Demand is heavily concentrated in major metropolitan regions like the Randstad (Amsterdam, Rotterdam, Utrecht, The Hague) as well as rapidly aging provinces such as Limburg, Zeeland, and Gelderland. However, employers considering non-EU recruitment for caregiver roles must understand that this is one of the most legally and linguistically restrictive recruitment pathways in the Dutch labor market.

Hiring non-EU workers for entry-level or mid-level care roles - such as Helpende (care assistant) or Verzorgende IG (individual healthcare caregiver) - is rarely a fast or simple solution. Two major obstacles exist:

  • Dutch language regulations: Under the Healthcare Quality, Complaints and Disputes Act (Wet kwaliteit, klachten en geschillen zorg or Wkkgz), all healthcare staff providing direct client care must communicate fluently in Dutch. In practice, caregivers need a minimum of B1 level Dutch for assistant roles and B2 level for clinical roles before they can work independently.
  • Strict immigration tests: Standard caregiver roles do not meet the salary threshold for the Highly Skilled Migrant route (Kennismigrant). As a result, employers must use the standard single permit route (GVVA), which requires passing a strict labor market test administered by the Dutch Employee Insurance Agency (UWV).

Because of these barriers, many Dutch care organizations prioritize recruiting from within the EU/EEA, sponsoring healthcare students, or building dedicated language-and-work programs in non-EU countries where candidates complete intensive Dutch language training prior to arrival. If you choose to hire non-EU caregivers directly, you must prepare for significant lead times and active involvement in candidate training.

The legal route: IND applications, UWV tests, and qualification recognition

To hire a foreign caregiver from outside the EU/EEA, the primary legal mechanism is the Combined Permit for Residence and Work (Gecombineerde vergunning voor verblijf en arbeid or GVVA). The application is submitted by the employer to the Immigration and Naturalisation Service (Immigratie- en Naturalisatiedienst or IND).

The legal procedure involves three main pillars:

  • UWV Labor Market Test: Before submitting a GVVA application, the employer must prove to UWV that no suitable candidate could be found in the Netherlands or the wider EU/EEA. You must advertise the vacant position on the national employment portal (werk.nl) and other recruitment channels for at least 5 weeks before applying. UWV evaluates whether your effort was genuine and whether salary terms meet statutory standards.
  • Diploma Recognition (IDW / CIBG): Foreign qualifications must be validated to determine their Dutch equivalence. For caregivers (Verzorgende IG level), foreign diplomas are evaluated through the Information Centre for Diploma Evaluation (Internationale Diplomawardering or IDW / SBB). For registered nurses (Verpleegkundigen), the qualification must undergo official assessment via the CIBG to determine if the candidate can register in the BIG-register (Beroepen in de Individuele Gezondheidszorg).
  • IND Filing: Once qualification recognition is underway and recruitment efforts are documented, the employer files the GVVA application with the IND. If approved, the permit grants both residence and the right to work for that specific employer.

Immigration regulations and wage thresholds are updated regularly. Employers should verify current procedural details directly with the official authorities at ind.nl, uwv.nl, and bigregister.nl.

Timeline: Realistic months from candidate selection to start date

Bringing a non-EU caregiver to work in a Dutch care facility requires a long-term strategy. Expect a realistic timeline of 8 to 14 months from selecting a candidate to their first day on the floor. Shortcut expectations usually lead to failed applications or regulatory rejections.

A realistic milestone breakdown looks like this:

  • Months 1 to 4 (Language and Qualification Evaluation): The candidate undertakes intensive Dutch language training in their home country to reach B1 level. Simultaneously, you submit their academic credentials to IDW for credential evaluation.
  • Months 5 to 6 (Mandatory EU Recruitment Period): You publish the job vacancy across Dutch and EU job portals for the mandatory 5-week period required by UWV to demonstrate that local recruitment yielded no results.
  • Months 7 to 10 (GVVA Processing): You submit the GVVA application to the IND. The IND, together with UWV, reviews the file. By law, IND has up to 90 days to issue a decision.
  • Months 11 to 12 (Consular Processing and Arrival): The candidate collects their entry visa (Machtiging tot Voorlopig Verblijf or MVV) at the Dutch embassy in their home country, travels to the Netherlands, registers at the local municipality (Gemeente) for a BSN number, and completes their TB health check if applicable.
  • Months 13+: (Onboarding and Language Integration): The worker starts under supervision while completing workplace-specific Dutch language coaching (B2 level progression) and practical orientation.

Financial obligations, pay scales, and housing duties

Employers in the Dutch care sector must comply strictly with the collective labor agreement for nursing homes, care homes, and home care (CAO Verpleeg-, Verzorgingshuizen en Thuiszorg or CAO VVT). Paying below CAO standards invalidates immigration applications and incurs penalties from the Netherlands Labour Authority (Nederlandse Arbeidsinspectie).

Pay rates are tied to the Functional Classification System (FWG):

  • Helpende (Care Assistant - FWG 25/30): Gross monthly salary ranges approximately from 2,200 EUR to 2,800 EUR for a full-time contract (36 hours/week).
  • Verzorgende IG (Individual Caregiver - FWG 35): Gross monthly salary ranges approximately from 2,450 EUR to 3,350 EUR.
  • Verpleegkundige (Registered Nurse - FWG 45/50): Gross monthly salary ranges approximately from 2,900 EUR to 4,200 EUR, depending on experience and specialization.

In addition to basic salary, employers must pay standard CAO allowances, including an 8% vacation allowance (vakantiegeld) and an end-of-year bonus (eindejaarsuitkering).

While Dutch employment law does not formally obligate healthcare employers to provide permanent housing, the severe national housing shortage (woningnood) makes hiring foreign staff impossible without housing assistance. In practice, successful employers secure temporary, furnished accommodation (for 3 to 6 months) to allow arriving staff time to settle into the local rental market.

What this costs you, roughly

  • IND GVVA application fee: 380 EUR to 420 EUR (non-refundable administrative fee per worker).
  • Diploma evaluation (IDW/SBB): 150 EUR to 300 EUR per qualification check.
  • Dutch language training programs: 1,500 EUR to 3,500 EUR per candidate for overseas prep courses.
  • Travel and initial relocation allowance: 600 EUR to 1,500 EUR depending on origin country.
  • Temporary employer housing support: 800 EUR to 1,500 EUR per month during the transition period.

Ethical recruitment and employer liability for worker fees

Legitimate international recruitment relies entirely on employer-funded practices. Under Dutch labor laws and international standards set by the International Labour Organization (ILO), jobseekers must never be charged fees for recruitment, application processing, language testing, or placement.

If a candidate is asked to pay money to secure a contract or permit, they are being defrauded. Employers who partner with agencies that charge candidates risk serious legal liabilities, including severe sanctions from the Dutch Labour Authority (Nederlandse Arbeidsinspectie) and immediate loss of recognized sponsor status with the IND. You must verify that your recruitment pipeline is clean and that all costs are borne directly by your organization.

How to source caregiver candidates and structure your selection

When selecting non-EU caregiver candidates, prioritize background preparation and realistic expectations over quick hiring. Focus your evaluation on candidates who already hold recognized healthcare diplomas in their home countries and have demonstrated commitment to learning Dutch.

  • Screen for language aptitude: Test candidates on their current language learning progress. Prioritize candidates who have already passed A2 or B1 Dutch exams.
  • Verify core competencies: Conduct structured practical interviews to assess basic clinical care, ergonomics, personal care assistance, and elder care ethics.
  • Evaluate adaptability: Ensure candidates understand the Dutch healthcare model, which emphasizes client autonomy and independent living assistance.

Search the Workuro registry for caregiver candidates

If you are looking to recruit foreign caregivers directly without agency intermediaries, you can search the Workuro registry. Workuro is a published database where healthcare workers abroad create profiles specifically stating their goal to work in European countries like the Netherlands.

Workuro is not a recruitment agency. We do not charge per-hire fees, we do not employ candidates, and we do not manage visa applications. Employers search the registry and contact candidates directly to handle their own hiring process. Candidates publish profiles for free and are never charged fees to be listed or contacted.

Our registry is young and still growing. You will not find thousands of Dutch-ready caregivers listed at any given time, but you will find direct contacts for motivated healthcare professionals who are ready to engage in direct conversations about relocation and training.
