Working in Hungary as a Non-EU Foreigner: Permits, Jobs and Pay (2026)

Hungary rewrote its immigration rulebook in 2024, and anyone researching older guides will get confused fast. The country runs a deliberately industrial migration policy: it caps annual guest-worker numbers, channels workers into designated jobs and sectors - above all the giant automotive and battery plants - and keeps most routes strictly temporary.

The routes after the 2024 reform

Hungary's new system (under the 2023 act on entry and residence, applied from 2024) created several distinct employment statuses. The two that matter most for ordinary workers:

  • Guest worker residence permit (vendégmunkás tartózkodási engedély) - for workers from a government-approved list of countries, in designated occupations, often recruited through licensed agencies; capped by an annual quota that the government sets in line with labour-market needs. It is temporary by design: typically up to two years with limited extension, and it does not lead to permanent settlement.
  • Residence permit for employment - the more classic route for jobs and nationalities outside the guest-worker scheme, still employer-initiated.

Highly qualified professionals have the Hungarian Card and the EU Blue Card, which carry better terms and are outside the guest-worker caps. Applications flow through Hungarian consulates and the National Directorate-General for Aliens Policing; employers and licensed recruiters handle much of the paperwork. Because the approved-country list and quota change by decree, always verify the current position before planning.

Where the jobs are

  • Automotive - Audi in Győr, Mercedes-Benz in Kecskemét, BMW in Debrecen, plus vast supplier networks.
  • Battery manufacturing - large plants (including major Asian manufacturers) around Debrecen and Göd have recruited thousands of foreign workers.
  • Electronics and general manufacturing - assembly and operator roles nationwide.
  • Logistics and warehousing - hubs around Budapest and the western corridors.
  • Construction - trades for industrial and infrastructure projects.

Pay and cost of living

Wages are in forint (HUF). Hedged 2026 estimates: assembly and warehouse roles typically pay around HUF 450,000-600,000 gross per month (very roughly €1,100-1,500) including shift allowances; skilled maintenance and welders more; Budapest IT and services roles higher again. Hungary sets two statutory minimums (general and skilled) that rise annually - check current figures. Factory employers very commonly provide dormitory housing and shuttle transport; get the costs and deduction rules in writing.

Cost of living is low by EU standards outside Budapest: Debrecen, Győr and Kecskemét are affordable, and with subsidised housing a factory wage can leave real savings. Budapest rents are the exception and have risen sharply.

Honest caveats

The guest-worker route runs heavily through licensed agencies - use only ones licensed in Hungary, and remember that no legitimate recruiter charges workers for a job offer. Understand before you go that this permit is temporary and not a path to settling in the EU; if long-term residence matters to you, weigh countries and routes accordingly - our EU work permits guide compares the landscape.

Checking your recruiter, and planning a temporary stay well

Since the guest-worker route runs through designated channels, your first diligence step is verifying the recruiter: Hungary licenses the agencies allowed to place guest workers, and the approved lists are public - insist on seeing the agency's registration and the Hungarian employer's name before handing over any document. Your contract should be issued in a language you understand alongside Hungarian, and your permit application runs through the Enter Hungary online system with the usual passport, criminal record certificate, qualification and accommodation proofs. Employers commonly organise dormitories and shuttles around Debrecen, Győr and Kecskemét; get every deduction in writing.

Because the guest-worker permit is deliberately temporary - capped duration, no family reunification and no path to settlement - treat a Hungarian factory contract as what it is: a defined-term earning opportunity with free EU-standard labour protections, not a migration pathway. Budget so that the savings target, not the stay itself, is the goal; workers who arrive with a two-year plan and a number in mind report the best outcomes. Hungarian is one of Europe's hardest languages, but plants operate with interpreters and translated instructions, and English-speaking team leads are increasingly common in the battery and automotive sites.

This is general information, not legal advice. Confirm current quotas, country lists and procedures with Hungary's National Directorate-General for Aliens Policing (oif.gov.hu / enterhungary.gov.hu).
