Caregiver Jobs in Finland for Foreign Workers (2026)

FinlandFinland

Finland is ageing faster than almost any EU country, and its government has openly said the care system cannot be staffed without international recruitment. Finnish employers have run organised hiring campaigns in the Philippines, India and elsewhere - which makes Finland unusual: it is one of the few EU countries where structured pipelines exist for foreign caregivers, complete with language training. The trade-off is Finnish, one of Europe's harder languages.

The lahihoitaja and where the work is

The core qualified role is the lahihoitaja (practical nurse), a protected title granted by Valvira, the national supervisory authority for health and welfare. Practical nurses staff round-the-clock service housing for older people (tehostettu palveluasuminen) and home care (kotihoito), both of which face statutory staffing minimums that intensified demand. Unqualified care assistants (hoiva-avustaja) are also hired, often as the entry point for international recruits, sometimes with employer-funded training toward the practical nurse qualification. Live-in arrangements are not part of the Finnish system; work is shift-based, and wellbeing services counties plus large private groups are the main employers.

Permit route

EU/EEA citizens work freely. Non-EU applicants typically use the residence permit for an employed person, applied for through Migri (the Finnish Immigration Service), based on a binding job offer with pay meeting Finnish collective agreements. Care roles have benefited from streamlined treatment given the shortage, but partial labour-market testing can apply, and rules have been tightened and loosened repeatedly - check the current position. If you are a qualified nurse, recognition through Valvira can open the higher-paid regulated roles; the process differs for EU and non-EU educated applicants and takes time. Language expectations

For the protected practical-nurse title, Finnish at roughly B1 is the working expectation, and employers of hoiva-avustaja recruits usually require or fund Finnish study to at least A2-B1 before client work. Documentation, medication instructions and conversations with elderly clients are in Finnish (Swedish in some coastal areas). The organised recruitment programmes often include six to twelve months of language training - a genuine advantage over trying to arrange everything alone.

Pay

As rough 2026 orientation: care assistants typically earn around €2,100 to €2,500 gross per month, practical nurses roughly €2,500 to €3,000, plus evening, night and weekend supplements that add materially in 24/7 units. Finnish costs are moderate by Nordic standards; Helsinki rents are the exception, and many care vacancies are in smaller towns where housing is cheap.

Watch for

Because Finland's pipelines run through agencies, quality varies. A legitimate arrangement never charges you for the job itself, is transparent about your contract and language training, and names the actual Finnish employer. If a middleman wants thousands of euros in fees for a care job, walk away.

What the organised programmes include

The structured pipelines that Finnish care companies and public employers run typically bundle: Finnish lessons starting in your home country (often to A2 before departure), flights and initial housing support, a hoiva-avustaja contract on arrival, continued language study to B1, and a funded route into the lahihoitaja qualification within a few years. Contracts bind you loosely to the employer during the funded phase - read the terms on what happens if you leave early. Compare programmes on three points: who pays for what, how many guaranteed working hours you get, and whether the qualification path is genuinely included in writing.

Life outside the shift

Most care vacancies sit in ordinary Finnish towns - Pori, Kouvola, Seinajoki, Rovaniemi - where a one-bedroom flat might cost €500 to €700 a month, against clearly more in Helsinki. Finnish workplaces are quiet, punctual and flat; supervisors expect you to flag problems directly. Winters are long and dark, which sounds trivial until you live one - employers with international staff increasingly organise peer networks precisely because retention depends on settling in socially. Families should note that daycare and schooling are affordable and good, one of Finland's strongest arguments for settling long term.

This is general information, not legal advice. Verify permits at migri.fi and professional recognition at valvira.fi before committing to anything.
