Construction Jobs in Belgium for Foreign Workers (2026)

BelgiumBelgium

Belgium is a dense, well-unionised construction market where the paperwork is famously layered: three regions issue permits, a federal system tracks every site check-in, and most contractors demand a VCA safety certificate. Get those three things right and Belgium pays solidly and steadily.

Trades in demand

  • Formwork carpenters, rebar fixers and concrete workers on infrastructure around Antwerp and Brussels
  • Scaffolders for the Antwerp port and petrochemical cluster - one of Europe's biggest industrial maintenance markets
  • Renovation trades: Belgium's old housing stock drives constant demand for masons, roofers and finishers

The permit route - it depends on the region

EU/EEA citizens work freely. Non-EU workers need a single permit, applied for by the employer - but the rules differ between Flanders, Wallonia and Brussels, each with its own shortage occupation list. Flanders in particular has kept several construction trades on its medium-skilled shortage list, which waives the labour market test. Because the lists diverge, the same CV can be approvable in Ghent and refused in Brussels. The employer-led process resembles what we describe in how EU employer sponsorship works.

VCA, Limosa and Checkinatwork

Like the Netherlands, Belgian contractors almost universally require VCA (called VCA/LSC - the Belgian scheme is aligned with the Dutch one), with exams available in multiple languages. Two registrations are non-negotiable: posted workers and foreign self-employed must be declared in Limosa before starting, and on sites above a value threshold every worker must be logged daily in Checkinatwork. Inspections are frequent and fines land on employers - but an unregistered worker also loses protection, so insist on being declared.

Pay under Joint Committee 124

Construction wages come from Joint Committee 124, with pay categories rising with skill level. As a hedged 2026 guide, category I labourers typically start around 17 euros gross per hour, and skilled category III-IV workers roughly 19 to 23 euros, before weather-stamp benefits, meal vouchers and loyalty stamps that Belgian construction adds on top. Living costs are moderate compared with the Netherlands, and cross-border commuting from cheaper areas is common.

Posted worker vs direct employment

Belgium hosts many posted workers, especially in industrial scaffolding and insulation. Posted staff must get Belgian sector pay and be Limosa-declared, with an A1 form from home. Direct Belgian employment adds the sector's stamp benefits and pension extras that postings often miss. Never pay an intermediary for the job itself - legitimate Belgian agencies are licensed and charge employers, not workers.

Language, geography and the sector's extras

Belgium splits linguistically and so do its sites: Dutch in Flanders, French in Wallonia and a mix in Brussels. Industrial scaffolding and petrochemical work around Antwerp often runs partly in English, but small-firm construction expects the local language. The sector's fringe benefits are unusually rich and easy to overlook: loyalty and weather stamps paid annually through sector funds, meal vouchers, and a compensation system for weather-related stoppages so rain does not simply erase your pay. Ask explicitly which of these your contract includes - together they can add the equivalent of more than a month's pay per year.

Practical steps after arrival

Register with your commune for a residence document and national number; wages, health insurance (via a mutualite) and everything else hang off it. Verify you are being declared daily in Checkinatwork on larger sites - you can be turned away or the employer fined if not, and an undeclared day is also an uninsured day. Belgium's construction unions (ACV-CSC BIE and ABVV-FGTB) have strong migrant-worker services in multiple languages and are the fastest route to recovering underpayment under Joint Committee 124 scales. Housing is most affordable in smaller Flemish and Walloon towns, and Belgium's dense rail network makes commuting an hour each way completely normal. Keep your A1 certificate, contracts and payslips organised from day one - Belgian inspections are frequent, and clean personal paperwork protects you as much as it protects the employer. It also speeds up every later step, from permit renewals to mortgage applications if you decide to stay.

This is general information, not legal advice. Check the regional single-permit pages via the federal portal at work.belgium.be and your region's shortage list before applying.
