Working in Portugal from India: Visa, Permit & Costs Guide

The Work Visa Route from India to Portugal

Portugal is a popular destination for skilled trade and manual workers from India. However, immigration rules have changed significantly. In the past, workers could travel to Portugal on a tourist visa and apply for work authorization after arriving through a process called Expression of Interest. That route is now officially closed. Today, if you want to work legally in Portugal, you must secure a job contract and obtain a work visa before leaving India.

The primary route for an Indian national going to Portugal for full time trade work is the National Work Visa, officially known as the Visto D1 para atividade subordinada (Type D1 Visa for Subordinate Work). This visa applies to skilled and manual workers, including welders, drivers, construction workers, farm hands, and hospitality staff who have a binding job offer.

The application process starts with the employer in Portugal. Your employer must register the job vacancy with the Portuguese Institute for Employment and Professional Training (IEFP) to ensure no local or European worker is available to fill it. Once approved, the employer signs a work contract with you. With this contract in hand, you apply for your work visa from India.

Because visa processing times at Portuguese consulates can be long, some Indian workers also consider nearby European countries like Croatia, Poland, or Romania, which also hire Indian trade workers through dedicated work permit routes.

Visa Centre Application and Official Fees

Once your Portuguese employer sends you the signed work contract, you must submit your visa application in India. You will submit your file through VFS Global, the official partner handling visa processing for the Embassy of Portugal in New Delhi and the Portuguese Consulates in Mumbai and Goa.

You must book an appointment at the nearest Portugal visa application centre serving India, located in major cities such as New Delhi, Mumbai, Bengaluru, Chennai, or Kolkata. Never pay money to unauthorized agents claiming they can book appointments for you outside the official VFS booking system.

The official fees and timeline set by Portuguese authorities include:

  • Consular Visa Fee: Set by Portugal, approximately €90 (roughly 8,000 to 8,500 Indian Rupees).
  • VFS Service Fee: Charged by the visa centre for processing biometrics, approximately 1,500 to 2,500 INR.
  • Processing Time: Approximately 30 to 90 days from your appointment date, depending on consular workload and background checks.

Do not book non-refundable flight tickets until your visa has been approved and stamped in your Indian passport.

Documents and Legalisation Requirements

Preparing your paperwork correctly is essential to avoid delays or visa rejections. Portuguese immigration officers require specific document legalisations from Indian applicants before approving a D1 work visa.

Your application package must include:

  • Valid Indian Passport: Must have at least two blank pages and remain valid for at least three months beyond your planned stay in Portugal.
  • Signed Work Contract: An original contract or binding job offer from a registered Portuguese employer, stating your salary, working hours, and job role.
  • Police Clearance Certificate (PCC): Issued by the Passport Seva Kendra (PSK) in India, showing you have no criminal record.
  • MEA Apostille: Because Portugal is a member of the Hague Convention, your Indian PCC and trade qualifications must be legalised with an MEA Apostille stamp by the Ministry of External Affairs in India.
  • Qualification and Experience Proof: Certificates, trade test results, or work experience letters proving your skills in your specific trade.
  • Health Insurance: Travel medical insurance covering emergency medical care for your initial months in Portugal.
  • Biometrics: Your fingerprints and facial photo taken at the visa application centre during your appointment.

Costs in India and Trade Opportunities

While European employers are responsible for paying recruitment costs, you will need to pay for your personal document preparation and travel costs on the Indian side before leaving for Portugal.

Here is a realistic look at the costs you will carry in India:

  • Police Clearance Certificate Fee: Approximately 500 INR (around €5 to €6) at the passport office.
  • MEA Apostille Costs: Approximately 1,500 to 3,500 INR (€15 to €40) per document if using legalisation services.
  • Medical Examination: Approximately 2,000 to 5,000 INR (€20 to €55) at an authorized medical clinic.
  • Document Translations: Approximately 1,000 to 3,000 INR (€10 to €35) per page if official Portuguese translation is requested.
  • Flight Ticket: Approximately 35,000 to 55,000 INR (€380 to €600) for a one-way flight from India to Lisbon or Porto.

Under Portuguese and European law, no employer or agency may legally charge a worker a fee for a job offer or placement. The employer carries the cost of recruitment. Be extremely cautious of fake agencies in India demanding large processing fees or guarantee deposits of 2 to 5 Lakh Rupees. These are illegal recruitment scams.

Portugal actively hires foreign workers in several key trades right now:

  • Construction workers: Skilled masons, carpenters, plumbers, and general laborers are needed for urban development and housing construction across major Portuguese cities.
  • Agricultural workers: Seasonal and full time farm hands are recruited to work in fruit harvesting and farm maintenance in regions like Alentejo.
  • Hospitality staff: Kitchen helpers, cleaners, and hotel attendants are hired to support the growing tourism sector in coastal areas.

Myths vs facts

  • Myth: You can fly to Portugal on a tourist visa and start working legally right away. Fact: Portugal ended the tourist-to-work permit system, and you must obtain a D1 work visa in India before travelling.
  • Myth: Paying an agent in India 3 Lakh Rupees guarantees you a Portuguese work permit. Fact: Work visas are granted only by Portuguese consulates based on legal employer contracts, and paying placement fees is illegal.
  • Myth: Standard Indian government certificates are accepted in Portugal without special stamps. Fact: Portugal requires your Indian Police Clearance Certificate and official documents to bear an official MEA Apostille.
  • Myth: You do not need to know any Portuguese words to work in trade roles. Fact: Basic Portuguese is essential for workplace safety, following job instructions, and managing daily tasks in Portugal.

Before you sign

  • Verify the employer: Ensure the Portuguese company is legally registered and listed in official employment registers.
  • Check contract details: Confirm that your job title, weekly working hours, salary, and accommodation terms are clearly stated in writing.
  • Never pay for a job offer: Refuse to pay any agent or recruiter who demands money for job placement or employer contracts.
  • Apply for your Indian PCC early: Passport Seva Kendra appointments and MEA Apostille legalisation can take several weeks to complete.
  • Confirm accommodation arrangements: Ask your employer whether housing is provided or if assistance will be given to find affordable local accommodation.
